Does the Railroad Commission of Texas still accept paper Form PR?

No. Effective September 1, 2026 the RRC no longer accepts hard-copy (paper) filings of Form PR, along with Forms P-18, P-5, W-3C and W-3X. Form PR is filed electronically in the RRC Online System, either keyed in or uploaded as an EDI file.

Can Form PR be uploaded as an EDI file instead of keyed in?

Form PR is filed in the RRC Online System, which requires a Security Administrator Designation (SAD) form on file for your organization. P-18, P-5, W-3C and W-3X are filed through the RRC's LoneSTAR system, which requires each company to designate at least one Delegated Administrator.

What changed

In its June 2026 Notice to Operators, the RRC announced that effective September 1, 2026 it would no longer accept paper filings for Form P-18, Form PR, Form P-5, Form W-3C and Form W-3X. Paper submissions were accepted through August 2026; since September 1 the electronic channel is the only channel. The RRC's own Form PR FAQ now answers the question "can I still file on paper?" with a plain no.

If your monthly routine still ends with someone keying volumes into RRC Online by hand, that step did not go away on September 1 - it became the whole bottleneck. The forms have to arrive electronically, and the fastest electronic route for Form PR is an EDI upload built from validated records.

The five forms and where each is filed now

LoneSTAR requires each company to designate at least one Delegated Administrator to manage user access. Form PR is not filed in LoneSTAR; it stays in the RRC Online System. If your company has neither a Delegated Administrator nor a SAD form on file, those two pieces of paperwork are the first things to fix.

When Form PR is due

The RRC's Form PR instructions put the deadline at on or before the last day of the month following the month covered by the report. That means:

The deadline does not move for weekends, and it does not move because the paper channel closed. A report that used to be mailed on the 28th now has to be in RRC Online by the same last day of the month.

From the gauge to the filing

Capture. The pumper photographs the tank gauge or the transporter's run ticket on the phone they already carry. WellSite reads the volume off the photo, stamps it with the well, time and location, and queues it against the lease.
Validate. Production and dispositions are balanced by lease before anything reaches a form. The operator approves the month; nothing files without a human sign-off.
